If imported dairy products fail the inspection and quarantine, CIQ shall issue an unqualified certificate. Regarding to unqualified projects about safety, health, and environmental protection, CIQ shall instruct the party in charge to destroy them, or issue a retruned goods treatment notice so that the consignee can proceed with return process. Other unqualified projects can be processed technically under CIQ supervision and be sold and used after passing the inspection. 进口乳品销毁或退运前,进口乳品收货人应当将不合格乳品自行封存,单独存放于检验检疫机构指定或者认可的场所,未经检验检疫机构许可,不得擅自调离。 Before the imported dairy products are destroyed or returned, the consignee shall seal up the unqualified products itself and store them in the place delegated or approved by CIQ. The consignee of imported dairy products shall build an import and sales system of dairy products to record the following information contained in the qualification certificate of inspection and quarantine for imported dairy products: number, product name, specification, quantity, production date, batch number, shelf life, name and contact information of exporter and purchaser, and delivery date. CIQ shall build a record based on the reputation of consignees of imported dairy products. 检验检疫机构发现不符合法定要求的进口乳品时,可以将不符合法定要求的进口乳品收货人、报检人、代理人列入不良记录名单;对有违法行为并受到行政处罚的,可以将其列入违法企业名单并对外公布。 When finding imported dairy products not in line with laws, CIQ can list relevant consignees, inspection declarer, and agents of the imported dairy products in the poor record. As for those who received administration penalty for their illegal acts, CIQ can include them in the list for illegal enterprises and make it public. 第三章 乳品出口 Chapter III Export of Dairy Products 第二十三条国家质检总局对出口乳品的生产企业实施备案 制度,备案工作按照国家质检总局相关规定执行。 Article 23. AQSIQ requires producers that export dairy products to register under its system. The registration shall be done according to relevant regulations of AQSIQ. 出口乳品应当来自备案的出口乳品生产企业。 Exported dairy products shall e from registered dairy product producers. 第二十四条出口生乳的奶畜养殖场应当获得检验检疫机构备案。 检验检疫机构在风险分析的基础上对备案养殖场进行动物疫病、农兽药残留、环境污染物及其它有毒有害物质的监测。 Article 24. Dairy animal farms that export raw milk shall register in CIQ. Based on the risk assessment, CIQ shall monitor the farms to check for animal diseases, residue of veterinary drug, environmental pollutants, and other toxic and harmful substances. 第二十五条出口生乳奶畜养殖不得使用我国及进口国家(地区)禁用的饲料、饲料添加剂、兽药以及其他对动物和人体具有直接或者潜在危害的物质。 禁止出口奶畜在规定用药期和休药期内产的生乳。 Article 25. Dairy animal farms that export raw milk shall not use the feed, feed additive, veterinary drug, and other direct or potential harmful substances to human or animals which are forbidden to use in China and imported country (or region). Raw milk produced by the dairy animals during the specified period of drug taking and withdrawal shall not be exported. 第二十六条出口生乳奶畜养殖场应当建立奶畜养殖档案,载明以下内容: Article 26. Dairy animal farms that export raw milk shall build a record for the cultivation of dairy stock, with the following indexes included. (一)奶畜的品种、数量、繁殖记录、标识情况、来源和进出场日期; (二)饲料、饲料添加剂、兽药等投入品的来源、名称、使用对象、时间和用量; (三)检疫、免疫、消毒情况; (四)奶畜发病、死亡和不合格生乳的处理情况; (五)生乳生产、贮存、检验、销售情况。 1. The breed, quantity, reproduction records, labels, origins and dates of entry to and exit from the farm of the dairy animals。 2. The source, name, object of usage, time, and dosage of inputs including breed, breed additive, and veterinary drug。 3. Information about quarantine, vaccination, and sterilization。 4. The process of handling sick and dead dairy animals and unqualified raw milk。 5. The production, storage, inspection, and sales of raw milk. 记录应当真实,保存期限不得少于二年。 The records shall be authentic and kept for at least two years. 第二十七条出口乳品生产企业应当符合良好生产规范。 国家鼓励出口乳品生产企业实施危害分析与关键控制点体系( HACCP)。 出口婴幼儿乳粉的生产企业应当建立完善的 HACCP 质量安全控制体系。 Article 27. Producers that export dairy products shall conform to good manufacturing practices. They are encouraged to adopt the Hazard Analysis and Critical Control Points (HACCP). Producers that export infant formula shall build a plete HACCP quality and safety control system. 第二十八条出口乳制品生产企业应当建立下列制度: Article 28. Producers that export dairy products shall build the following systems: (一)原料、食品添加剂、相关产品进货查验制度,如实记录其名称、规格、数量、供货者名称及联系方式、进货日期等; (二)建立生产记录档案,如实记录食品生产过程的安全管理情况; (三)建立出厂检验制度,对出厂的乳品逐批检验,并保存检验报告,留取样品; (四)建立乳品出厂检验记录制度,查验出厂乳品检验合格证和质量安全状况,如实记录产品的名称、规格、数量、生产日期、保质期 、保质期、生产批号、检验合格证号、购货者名称及联系方式、销售日期等。 1.
