投标人形象、能力、实力的良好机会，应引起重视和慎重对待。 而我们在日常工作中却经常遇到粗制滥造、错误百出的投标文件，有些投标人来投标时经常连时间、地点、联系人都搞不清楚，还有投标人连投标文件都不装订。 所以在投标的时候一定要避免这些低级错误的发生。 招投标活动是一件非常严肃、认真的事，作为投标人应积极配合、协助招标人一 起做好，而不应投机取巧、自作主张，做出一些有损自己形象和信誉的事，最终不仅破坏了招投标活动，还会 搬起石头砸自己的脚。 我们认为主要应避免以下投标行为：串通投标、低于成本价投标、以他人名义投标、提供虚假文件投标等。 四、投标技巧 18 以上的是我在公司学习的一些关于投标文件的知识，这对于将来的工作十分的重要。 除了编写投标文件以外，投标技巧也是十分重要的。 对投标决策和技巧的研究，主要包括三个方面的内容，一是针对项目招标是否参与投标；二是分析拟投标工程的性质和类型，根据自身的特点确定投标项目；三是分析论证投标报价 技巧。 （一）是否参加投标的决策 投标或是弃标的主要依据是招标通告，首先取决于投标单位的实力，即：技术方面的实力、经济方面的实力、管理方面的实力、信誉方面的实力。 其次取决于客观因素，即（ 1）业主和监理工程师的情况，如业主的合法地位、项目是否批复、资金来源、到位情况等；（ 2）竞争对手和竞争形势分析。 是否投标，应注意竞争对手的实力，优势及投标环境的优劣情况；（ 3）法律、法规情况和区域的有关规定等。 （ 4）风险问题。 通常情况下，对下述项目应放弃投标：一是本施工企业主营和兼营能力之外的项目；二是工程规模，技术要求 超过本施工企业技术等级的项目；三是本企业生产任务饱满，而招标工程的赢利水平较低或风险较大的项目；四是本施工企业技术等级、信誉、施工水平明显不如竞争对手的项目。 二、拟投标工程的性质和类型分析 按性质分，投标有风险标和保险标；按效益分，投标有赢利标和保本标。 对于风险标，应该有选择地参与。 对于保险标，要积极参与，特别是我国加入WTO 之后，在国际工程投标承包市场上应投保险标。 对于赢利标，即招标工程既是本企业的强项，又是竞争对手的弱项。 此种工程，可根据行业自身特点和施工专长，积极参与。 对于保本标（亦称薄利标） ，投标的目的主要以打入某一建筑市场为主，或当企业无后继工程和竞争对手较多时，可以考虑参与投标。 19 三、分析论证投标报价技巧 投标报价的计算也是一个十分重要的问题企业决定参加投标后，要做报价计算。 该计算包括工程预算及工程成本核算。 前者应努力接近标底。 因为标底是衡量投标报价的准绳。 在此基础上，企业考虑自己的投资目的，浮动工程预算，形成最终报价。 工程预算与成本核算是企业考虑投资目的的依据，是形成最终报价的基础，如何进行核算呢。 首先计算者应清楚：这个预算不是设计单位依据国家规定、标准等所作的整个工程造价，而不是根据 企业自己情况所作的工程预算，其内容为项目成本、目标利润、各种税费等因素的构成总合。 其中，工程成本是一项重要指标，也是企业报价下限。 它包括人工费、材料费、机械使用费及企业管理费等。 一般情况下可根据企业施工定额进行核算。 根据以上的分析还要适当的选择投标技巧： （一）不平衡报价 通常采用的不平衡报价：一是对早期收回工程款的项目的单价可报的高一些，以利于资金周转；二是估计将来工程量有可能增大的项目，单价要高些，估计将来工程量可能会比现在小的项目，单价要低些；三是图纸内容不明确或有错误，估计修改后工程量要增加的 ，单价可提高，反之，单价可降低；四是没有工程量只填报单价的项目，单价宜高；五是对于暂定项目，其实施的可能性较大，价格可定高些，估计该工程不一定实施的可定低价。 （二）合理确定企业定额标准 投标价格不是中标的唯一因素，但却是中标的关键因素。 一般情况下，做《单价分析表》时，均依据有关定额和费率标准进行计算，而后再确定降价项目，变成自己的企业定额标准。 降价可从三个方面考虑 ,即降低投标利润、经营管理费或采用新技术、新材料、新工艺等。 通过对报价策略的分析，明确了投标报价在建筑市场招投标过程中的核心作用，揭 示了投标报价的类型和技巧，施工企业只有结合自己实际情况，综合 20 考虑各方环境，知己知彼，巧妙运用报价策略，发挥自己的优势，才能在激烈市场竞争中立于不败之地。 投标报价是业主选择中标单位的主要标准，也是业主和投标单位签定承包合同的依据。 报价是工程投标的核心。 报价策略是投标人在激烈竞争的环境下为了企业的生存与发展，在投标过程中的系统工作部署及其参与投标竞争的方式和手段。 报价策略运用是否得当，对投标人能否中标并获得利润影响很大。 对于工程施工单位而言，中标是企业生存的命脉，而标书质量是能否中标的最关键的一步，因此 ，怎么编制投标报价显得至关重要。 第三阶段的实习让我不仅对公司的管理组织和管理模式有了初步的了解，也对招投标的过程有了初步的印象。 同时，通过对招投标文件的阅读，也学习了如何来编写投标文件。 所以，不管将来我在什么样的工作岗位上，这些知识对我来说都是很好的收获。 21 （英文版 ） Two regulations promulgated for implementation is in the party in power for a long time and the rule of law conditions, the implementation of prehensive strictly strategic plan, implementation in accordance with the rules and discipline to manage the party, strengthen innerparty supervision of major initiatives.
