As an enterprise, Huayuan Real Estate Co., Ltd. should consider the economic profit of the project first when it accepted it. Xidan Plaza is situated in the golden mercial area of Beijing. Not only the problem of a lot of demolition work and relocation work is a big issue, but also the investment in underground facilities and so on is not to be neglected. So, there was an economic risk in construction of such a culture plaza. On the question whether it was possible to fulfill the task before the National Day and maintain a balance between investment and benefit, Huayuan Real Estate Co., Ltd. did an account in economy. Although the overground part of Xidan Culture Plaza is a nonprofitable urban public space, its underground part is for mercial facilities, which is highly profitable. Hence, Huayuan Company took both the overground and underground parts into consideration, hoping to make use of the underground mercial facilities of eating, drinking and recreation to balance the investment in the overground part. In its feasibility study, it made an analysis on the profiting potential of each item of the underground part and the overall economic benefit as follows: 1. This project is situated at the crossroad of North Street of Xidan, with an advantageous geographic position: good traffic work and great passenger flow. With the pletion of the many office buildings and emporias in this area, it will attract a great many people. 2. The green square of the overground part of the project plus the mercial facilities, the bowling hall, the cinematheque, the electronic game center, the sauna room and the restaurants, etc. in the underground part, were hopeful to bee the only prehensive center of merce and amusement open to the public in the urban area of Beijing. 3. As a key mercial area of Beijing City, Xidan attracts a lot of shoppers, but in terms of business operation, the merce of this area mainly centers around popular shops. Therefore, its positioning of development should be directed mainly towards people of middle ine, giving attention to customers of high and low ine at the same time. Its chief target is to provide a good place of shopping and recreation for various strata of society. After the feasibility study, Huayuan Real Estate Co., Ltd. also worked out the annual revenue of normal operation of all kinds of facilities of amusement and sanitation, and reckoned up the profiting prospect of the project, including the internal rate of return, the recovery period of investment, the repaying period and so on. The conclusion is as follows: The project has a very good market prospect, hopeful to get a remarkable economic benefit, and at the same time, the green square overground will also bee a symbolic square of Beijing City. It can be seen that the feasibility study of Xidan Culture Plaza analyzed the profiting potentials of the underground part of the project, and thus it created conditions for the development of the public space overground. On the other hand, the development of the ground environment played a further promoting role to the flourishing of the mercial services underground. In different types of projects, the feasibility study should also cover many other aspects such as technology, anization, society and so on, in addition to economy. For example, in the construction of a large building, the technical feasibility should be taken into consideration。 in a project concerning a plicated relationship and technology, the anizational feasibility should be considered。 for a large public project with a great social impact, the feasibility in social influence should be considered. Planning of the Project When the basic target of the project has gone through the feasibility analysis and approved, we should do analysis and planning on the position, process and environment of the project. The results of the planning will bee guiding documents for the designing and anizing of the next stage. The decisionmaking leaders of the project will not take part in this work, but should make decisions for some of the related steps. In the urban design of China at the present stage, some large projects have already had the step of general planning, and in some other important projects, there are actually the contents of general planning although it is not so explicit. As a matter of fact,in some cases, the purpose of participation by professional workers in the bidding of the project is to help make decisions, which is also an activity of the stage of general planning. For instance, in the construction of the Olympic Village for Beijing Olympic Games in 2020, the planning of the anizational structure, working rules and operational mechanism of the project by considering the international impact, socioeconomic factors and building conditions, is in fact the activity of general planning of the entire Olympic Village. At such a stage, all the following jobs belong to the specific work in the process of the general planning: setting of the tasks, choosing of the place, collecting of the preliminary schemes and so on. The concrete design scheme goes through the examination of the experts so as to determine the proper approaches for attaining the chief design target. Only when the preliminary planning and discussion have been done and it has been decided to continue to the designing stage, can the next stage of designing and anizing begin. The designing and anizing work may be treated flexibly in practice.
